FailedScheduling - no output message for warning

When al algorithm is failedscheduling, due to high cpu for example, it is painted orange in the UI to signify it is sitll recoverable.
But in this case, there should be an output presented to the ui explaining the state it is in.
It used to work, not the message is not presented.

It is built in onUnScheduledAlgorithms (pipeline-driver -> lib.tasks.task-runner.js)
