Allow setting infrastrucutre provider deployment properties in the operator helm chart

User Story

As an operator I would like to have the ability to configure deployment properties of infrastructure providers via the CAPI operator helm chart, which is currently not possible.
The same also applies to other providers, so the ability to configure all of the providers' deployment properties would be useful.

Detailed Description

The current infrastructure provider manifest of the operator helm chart does not support setting the spec.deployment properties.
