Why is this needed?:
When COSI is waiting on changes to dependent resources (usually Buckets), it is sufficient to enter an expontential backoff waiting for changes. However, users do not prefer this behavior and often complain of log spam.
Describe the solution you'd like in detail:
When the COSI Controller and Sidecar features are fully established, review COSI Bucket wait loops, and implement Bucket watchers.
Describe alternatives you've considered:
COSI doesn't require this, but (historically) users will complain if it's not implemented.
