Image repository setup

Similar to agent-sandbox, publish it to registry.k8s.io.

How? https://github.com/kubernetes/k8s.io/tree/main/registry.k8s.io

Example PRs from agent-sandbox:

• groups: Add mailing list for Agent Sandbox kubernetes/k8s.io#8513
• Add staging AR registry for agent-sandbox kubernetes/k8s.io#8531
• image promotion for agent-sandbox-controller v0.1.0-rc.0 kubernetes/k8s.io#8695 (this probably requires a release before)

Once the above k8s.io PRs are merged,

you would want to set up a prow job like the one below for automated image build/publish - https://github.com/kubernetes/test-infra/blob/1d8f9214bed2fbc64187b95db84d659eba946af7/config/jobs/image-pushing/k8s-staging-agent-sandbox.yaml

(And this prow job essentially run a cloud build run using the cloudbuild.yaml file present in the root of the agent-sandbox repo here - https://github.com/kubernetes-sigs/agent-sandbox/blob/main/cloudbuild.yaml. So, you will need to add a similar one to this repo)
