Migrate away from GCR for local preview container image

What would you like to be added
Publish the container image for local previews of our website to a new location, such as:

• AWS ECR Public
• Google Artifact Registry
• GitHub Container Registry

Why is this needed

After March 18, 2025, Container Registry will be shut down.
