Rearrange components in Model Card UI

This is recommendation and request from @712020:4f1310b0-43f3-4b21-ba2c-e48a42f117ad , Leader of GenAI Team, and I totally agree with the opinion she gave it to us.
The point is that merge two tabs to one or remove it. It requires some layout changes and It can be addressed by following TODO list:

• Locate “run on my cloud“ and buttons(e.g. vLLM, NIM, custom, etc.) below to chat UI.
• Move descriptions and Readme reader panel to the right side of chat UI.
• Locate model descriptions to the top and Readme to down area.
