Optionally force users to activate two factor authentication

The users in our nova installation are required to activate two factor authentication. As far as I can see there is no way to force them to do this out of the box.

I have now created a custom middleware to redirect users to the /nova/user-security page. However without instruction users might not understand they were redirected there to activate 2fa. That means I have to make a custom page to explain this.

I think being able to do this out of the box is a nice addition to Nova. I think these are the parts that are needed:

• an attibute to the user model indicating whether activating 2fa is required for this user
• middleware to redirect the user to the nova user security page
• a warning on the user security page explaining the user they need to activate 2fa
