revalidatePath('/', 'layout'); wipes out entire data cache

In production multiple people would be simultaneously accessing the email client and each time one single user send email it would purge data cache on the server. If hundreds of email being sent every hour then what is the meaning of using data cache in the first place? its equivalent to not caching any data at all.
