Need a data submission page

I got a ResearchGate email (barely-not-spam) referencing a technical report (http://dx.doi.org/10.13140/RG.2.2.19171.68643) we wrote with Paul Gepts and Travis Parker last year prior to the site revamp in which the URL https://legumeinfo.org/submit_data is prominently featured; now it 404s, but content for that URL still available at https://legacy.legumeinfo.org/submit_data .
Probably we ought to port it over to the new site, possibly updating content if needed. Will initially assign to @cann0010 since I think he wrote the original page but he should feel free to re-assign as seems appropriate.

should we discuss this further with the broader group? we got some feedback from AgBioData that this was not obvious on our site...
