v2.2.0 planning

Suggesting this cleanup as part of version 2.2.0 #4970 if it doesn't feel too rushed, because deprecation was delivered only in version 2.1.2.

I think the additional drivers will have to wait until Lima 3.0, since there is a lot of movement with the Windows changes...

I had some PRs for the in-tree, but it doesn't seem worth it to keep rebasing them if they are not going to be merged?

The out-of-tree drivers could be developed whenever though, I rebased against the Lima API breakage in 2.0 and 2.1.
