I suspect you need both(one for sshd which the daemon and one for port 22?) in my case the output of fail2ban-client status shows 0 jail not sure why - I guess I am missing something
Should the average jail configuration section in /etc/fail2ban/jail.local be "[sshd]"? It currently says "[ssh]".
