Remove dropdown filter from https://viranomaiset.laji.fi/usage/downloads
because it doesn't work and is not used.

Repro:

Go to https://viranomaiset.laji.fi/usage/downloads
Select something on the dropdown

Expected:

Table shows downloads for that organization

Actual:

Table becomes empty

Firefox / Win & Chrome / Win.
