We have tried to reproduce the issue in magento2.4.8-beta2 instance and we are not able to reproduce the issue. Kindly refer the screenshots.

Steps to reproduce :

Install magento2.4.8-beta2 instance
Set Core config data value for the path: 'web/url/use_store' === 1

3. php.ini:
xdebug.mode=develop,trace

4. Run GraphQL - Observe error displays when we do not have any customer registered
Exception Log -

We attempted to reproduce the issue in our latest version 2.4 develop and 2.4.8 both the instances but were unable to reproduce it. Please find the attached screenshot for reference.

Steps to Reproduce:

Installed magento 2.4.8
Checked my PHP version - PHP 8.3
Set Core config data value for the path: 'web/url/use_store' === 1

Run GrapQL for CreateEmptyCart

Curl we run working as expected

We followed provided precondition and steps and did not encounter any issues. Could you please recheck and let us know if we are missing any steps to reproduce this issue?
