Missing "Apply To" when editing Product attributes #21025

Preconditions (*)

1. Magento 2.3 (fresh install)
2. PHP 7.2.14

Steps to reproduce (*)

1. Store -> Attributes -> Product
2. Add New/Edit attributes

Expected result (*)

1. Expect to see a field "Apply To", i.e. All Product Types, Selected Product Types

Actual result (*)

1. The field is not shown, unable to apply an attribute to a specific product type, i.e. only to Simple
