Remove duplicate parties from home page’s “new facts” list

The “new facts” list of edited participations lists all such participation edits, so a participation that has been edited multiple times appears multiple times. We should dedupe this list so a participation is only listed once, perhaps by only listing new parties now that there's enough history, and probably as part of tabulating this list separately instead of asking for all edit history and filtering it.
