It seems to be that mpm on self hosted agent (Windows 2019) doesn't respect HTTP_PROXY and HTTPS_PROXY env variables for installing and fail with Download error

What is a proper workaround in Windows?

@harlequin: Apologies for the late response. On Windows, mpm inherits proxy settings from the OS rather than from the HTTP_PROXY and HTTPS_PROXY environment variables. As long as the system proxy settings are configured correctly, mpm should respect them. More details can be found in this article:
