I attempted a fix by generating a new Fine-grained Personal access token and giving it the following permissions:

The original token was used only as an Actions secret for the repository. A Dependabot secret with the same value has now been added, and both are defined as PERSONAL_ACCESS_TOKEN.

Tasks

• A new pull request must be opened to manually update at least one dependency and be ready to merge to verify the effectiveness of the Action secret.
• An automated run by Dependabot must occur to verify the effectiveness of the Dependabot secret.
