Hooks: Ability to specify whether a step should be run BEFORE or AFTER the hook point

In other words, the API would allow you to say something like:

const options: CreateWorkFlowOptions = {
	placement: 'before' // could default to after
}

createProductVariantsWorkflow.hooks.productVariantsCreated(
	(async ({ product_variants, additional_data }, { container }, { options }) => {
		//TODO
	})
)

There are no plans to add modifiers for the hook placement. However, we are planning to expanding hooks support to include more options.
