Pre-release version is prior to stable release

🐛 Describe the bug

The current pre-release version available on https://download.pytorch.org/whl/nightly/cpu is 0.7.0.dev20251014 which according to PEP 440 resolves as 0.7.0.dev20251014 < 0.7.0, the current stable release.

The pre-release version should be 0.8.0.devXXXX.

This is problematic when e.g. doing:

uv pip install torch torchcodec -i https://download.pytorch.org/whl/cpu
uv pip install torch torchcodec --upgrade --prerelease allow --only-binary :all: -i https://download.pytorch.org/whl/nightly/cpu

Thanks for the report, I think this is because our https://github.com/meta-pytorch/torchcodec/blob/main/version.txt still says it's 0.7.0a0, but it should have been updated to 0.8.0a0 after we released 0.7.

Now that we literally just made a branch cut for 0.8, we should update it from 0.7.0a0 to 0.9.0a0
