New labels could be grouped into the following groups:

  1. Priority
  2. Layer - which layer the issue is coming from
  3. Use case
  4. Code style
  5. Vulnerabilities

Credits to the two open-sourced repos that I frequent a lot these days: Backstage and Mozilla.
