Allow a child template to specify a minimum version for a parent resource #4812

Is your feature request related to a problem? Please describe.
Some templates rely on values from a parent template, or resources created by a parent template, if these values are not present in the template version the workspace currently has then upgrade should be prevented if the minimum version is not met.

Some way the json template could specify required minimum parent resource template version
Describe alternatives you've considered
I am not aware of any alternatives
Additional context
This is a nice to have rather than a major issue
