Current onboarding instructions too complex

Today, netperf supports onboarding projects to leverage Azure testing, and our preview stateless lab .

However, the steps required to onboard to Azure and the stateless lab is very involved.

This often leads projects (like ebpf) to opt to use static VMs hosted on dedicated lab machines.

The process for onboarding has evolved heavily.

From recent experience, it would seem most of the teams are interested in our lab infrastructure.
Onboarding to the lab has become quite accessible. (although the lab isn't as resiliant as Azure ES)

If there is an interest from teams to also leverage 2-machine Azure testing, we can open another issue on that. For now, we can close this issue.
