Other information that may be useful (release notes, etc...)

libtorch is one of the most popular AI libraries around, but the VCPKG port is so outdated that it is of no practical use. Other AI libraries microsoft/onnxruntime#23158 depend on this port update, and are not practical useable using VCPKG too.

There is a very advanced PR #41956 to update libtorch, that has unfortunately been abandoned by the creator. Please take over the completion of this PR!
