slowness installing Microsoft.Graph or Beta

windows 11 device logged with user
powershell run as admin
Microsoft.Graph 2.21.1 (Fresh user on windows)

Set-ExecutionPolicy -ExecutionPolicy RemoteSigned
Install-Module Microsoft.Graph -Scope CurrentUser

modules go to C:\Users%USERNAME%\OneDrive\Documents*WindowsPowerShell**Modules*
I suspect onedrive sync or something else is killing the installation process sometimes for a new module to appear takes 5 min and that's being going for hours

for other windows boxes I was fine running powershell as system (psexec) and that worked like a charm
