Enrollment Sheet: Error when learner enrolls with different email than expected

Steps to Reproduce

• Create a Google enrollment sheet
• Note the email associated with a particular enrollment code
• Use that enrollment code to enroll using a different email
• Note that this behavior is permitted (Bulk Enrollment: Lose track of enrollment if user registers with a different email address #1796)
• Note that an error is generated in sentry (example)
• Note that the sheet appears to be behaving properly. We need to determine why an error is created and how best to resolve it.

Expected Behavior

• No error is generated in this case.

Actual Behavior

• An error is generated

Implementation note: the function in question here is sheets.coupon_assign_api.CouponAssignmentHandler.get_assignments_to_create_and_remove. I think we just need to update the logic to account for product coupon assignments that have been redeemed, but by a different email address. Those assignments would just not be added to the assignments_to_remove list
