The yml files for github actions specify ubuntu-latest as the OS version to run tests and other processes on. This happens to be 22.x now at present. We should probably use a specific version instead that matches the RC/prod server OS as closely as possible. @Ardiea do you know what that is, since we aren't using heroku for RC/prod anymore?
