Assign Jira bug to the bugzilla user if the account is linked on people.mozilla.org #1198
Description
If a bugzilla bug has an assignee that does not have a Mozilla email address with a linked Jira, then JBI should lookup people.m.o to find the LDAP assignee to update the field.
Mozilla employees use contributor accounts for development, so the current JBI implementation to use the same email address as their LDAP would not work.
With IT requirements needing a bugzilla email linking for staff, this means that we know all bugzilla accounts from staff with a non-LDAP email have had to perform the linking task.
We have had integration work where we use people.mozilla.org account linking to verify that a Github account is related to a staff employee (see the email, "Github Enterprise Account Linking" sent to all-moco-mofo@ in 2021), so we could possibly employ that similar strategy here.
