Describe the feature request

OPERA PCM version 3.1.2 DISP-S1 SCIFLO generates malformed iso xml files. We need to create a tool that goes through every single one of them in the S3 RS and fixes them (download, fix, upload)

While this tool may just be a one-use thing, the code written can be largely be reused in future to work w SCIFLO output files in S3 RS. So we will keep the code in git.
