Add request tracing to logs

Once navapbc/template-infra#162 is done we should add to all logs the amazon request's correlation id from the X-Amzn-Trace-Id header that gets added by the application load balancer. See https://docs.aws.amazon.com/elasticloadbalancing/latest/application/load-balancer-request-tracing.html

this is similar to navapbc/template-application-nextjs#181 for the Next.js template
