Add autogenerated layout website (layouts.navit-project.org)

To use this as a place where users can upload/search and download layouts to integrate into navit we should build a website which is hosted by github pages

But whenever a layout changes circleci should start a navit instance and take a new and up to date screenshot to update the images in this repo so github pages always has a real image to display.
