I'm located inside a Zero Trust Policy network. On Windows, I can't download anything from our npmjs mirror because npm doesn't support Windows Certificate Store. We have internal CAs managed by our administrators, and we would like to take advantage of that, rather than scrape WCS to create a compatible bundle.

You should open an issue on https://github.com/npm/cli rather than on Node.js.
