Issue description

I spoke to Riley and he told me that Delta is open to introducing a PS1 core (experimental to start) provided that a few extra things like skins are provided and there's no proprietary/exclusive RetroArch code. They credit emu authors all the time, and this would be a great way to get more attention on ReARMed.
