While dome deconstruction of only empty domes kind of makes sense, as it would leave otherwise unplaceable structures on that surface, having to go through to full process of deconstructing everything inside beforehand just to place a higher quality dome in the same place does not. It also kind of clashes with how you'd usually use upgrade planners.
So my preferred solution would look like this: forbid dome deconstruction if there are any "inside only" structures present. Alternatively queue deconstruction of inside buildings when trying to deconstruct a dome. Allow placing different quality domes on top of existing ones without restrictions.
