Quality pressure domes instead place roboports

Describe the bug
Placing an uncommon dome causes it to turn into an uncommon roboport without placing the glass dome. Harvesting it yields an uncommon roboport, meaning that placing the pressure dome effectively destroys it.

To Reproduce
Steps to reproduce the behavior from a new save:

1. Start a new Sandbox save with Maraxsis installed.
2. Travel to Maraxis
3. Get an uncommon, rare, epic, or legendary Pressure Dome
4. Place it on the surface of Maraxis
5. Instead of the dome and its regulator being placed, a roboport is placed instead, of the same rarity.
6. Placing a common dome works as expected.

Expected behavior
When a pressure done with rarity better than Common is placed, a pressure some should be placed, and that quality of regulator should be in the dome's center.

Additional context
Since higher-quality regulators promise slower atmosphere consumption, having a quality pressure dome is desirable, but actually placing one is prevented by this bug.

Additionally, I am unable to remove a pressure dome, both by direct mining and via deconstruction planner. I am unsure if this is intentional, but I'm assuming it probably is, and is a consequence of the way pressure domes work under the hood, but I'm mentioning it in case it's not intended.

Using a bot to build the quality pressure dome, as opposed to directly placing it, also results in the bug.
