Describe the bug
Submarines produce a “submarine ran out of fuel” alert every time the sub’s fuel slots run out of fuel, but there is fuel in the hold that is about to be transfered to fuel slots.

To Reproduce

  1. Make a diesel submarine stocked with rocket fuel.
  2. Set submarine with waypoints and add initial rocket fuel.
  3. Rocket fuel is added via vehicle dock into its hold. This vehicle dock has a mix of rocket fuels of different quality, and uses this condition to feed rocket fuel: If a given rocket fuel >20, do not feed in that quality of rocket fuel.
  4. When the sub runs through the fuel in its fuel slots, it will trigger an alert despite having rocket fuel in its hold. Rocket fuel will properly move into the sub fuel slots.

Expected behavior
Submarines should not give low fuel alerts unless they are actually out of fuel and need attention.

This is the save file. It seems like I get an alert whenever the current rocket fuel quality being burned runs out, and then the program automatically shoves in rocket fuel of a different quality.
