Update referendum list screen.

  1. Show delegated voting power instead of delegated number of DOTs. Delegated voting power is a sum of all delegated votes.
  2. Show number of DOT (votes) for direct voting
  3. For multishard wallet there may be direct and delegated votes for the same referendum:
    3.1. If all votes are Aye or Nay then sum them
    3.2. If some votes are Aye and Nay them show just Voted badge without number of votes.
