Add ability to disable Remote entirely

Is your feature request related to a problem? Please describe.

NVDA's Remote feature (#17580) is always enabled. This may be undesirable for those working in corporate environments, or those who are especially security conscious.

Describe the solution you'd like

• Add the option to disable Remote in NVDA's settings
• Do not present this option when running in secure mode, in order to allow sysadmins to disable Remote for their users

Describe alternatives you've considered

• Add a registry key to disable Remote systemwide
