The proper command would be

mvn org.apache.maven.plugins:maven-archetype-plugin:2.4:generate -DarchetypeCatalog=https://open-archetypes.github.io/maven-repo/releases/archetype-catalog.xml -DarchetypeGroupId=org.openarchetypes -DarchetypeArtifactId=tycho-eclipse-plugin-archetype

this would allow connecting to the catalog, unfortunately, the archetype host is long dead now (dl.bintray.com). Ideally I would need to find a new host to the archetype, but it might not happen for a while, if ever. Your best bet right now is to build the archetype locally and install it to your local maven repo.
