Should compliance require inclusion of all permit types? Or, if only a subset of permit types are available, should this be noted in the Dataset Information File (or in some other location)?

Obviously I'd like to see all permit types included, but wouldn't want to prevent someone from publishing what was available. I don't see any issue in allowing the data to be broken into different sets (new construction, plumbing, electrical, mechanical, etc.), but it is very important to have a way of identifying the included and excluded types.
On a related note, is there any confusion about the name "BLDS" meaning building permits instead of just all permits?
@bettin - a good question. It does feel a little confusing sometimes differentiating between 'building permits' used generically and permits for constructing a building. Perhaps we can offset this some other way - an FAQ somewhere perhaps?
