[Feature Request - Nok] Multi-scene controller hierarchy on the same machine

✨Feature description.

Leverage compute capacity on a single node to handle a large scene with 40-60 cameras.

💡 Solution description

Single instance of Manager with multiple scenes configured within a hierarchy, we have a central orchestrator that will deploy multiple instances of scene controller for each scene, use the same secrets/secret management. Handle the connection of parent to child without user having to custom configure local or remote using IP addresses.

Discussed with Product Management and engineering. Part of the functionality will be available as an experimental tracker service in 2026.0 release. Currently targeting 2026.1(June) release production quality multi-scene controller hierarchy with static configuration. Dynamic configuration which is the acceptance criteria stated is targeted for 2026.2 (September).
