Installing on another machine through mini_installer

So I tried making a mini_installer which works but the problem I run into is that after installing on another machine and testing ports I run into the error:
test.openquantumsafe.org uses an unsupported protocol.
ERR_SSL_VERSION_OR_CIPHER_MISMATCH

Any idea how I may be able to solve this without going through the whole build process again?

Edit: SOLVED. The issue was the antivirus I was running. It was blocking the connections.
