Add instrumentation for Spring Cloud GCP

Of all the supported libraries that opentelemetry-java-instrumentation currently instruments, there is no support for Spring Cloud GCP (or anything Google Cloud-related).

Describe the solution you'd like

Instrumentation for Google Cloud Platform Java code, specifically for Spring Cloud GCP.

This would be similar to the AWS instrumentation (see Spring Cloud AWS).

Describe alternatives you've considered

Manual instrumentation of our own code. This would work but it's not zero-code instrumentation, as offered by the Java Agent and the rest of the supported libraries.

We'd welcome a contribution for this.
Spring cloud gcp has a ton of features. Instead of trying to add support for all of them it would be fine to start with just the features you use.

This would be similar to the AWS instrumentation (see Spring Cloud AWS).

Our spring cloud aws instrumentation only deals with consuming messages via @SqsListener annotation. It relies on on the aws sdk instrumentation. It is possible that for instrumenting the google cloud service you should start with the underlying google sdk that spring cloud gcp also uses.
