Collaborating with OTel SIGs in the APAC time zone to host more end user SIG events

Hi @avillela , @reese-lee , and @danielgblanco!

In the end user sig meeting (July 17th), we discussed collaborating with the OTel SIGs in the APAC time zone to serve our users in this region.

After discussing our interest with the Comms SIG, I learned that there are 3 language localization SIGS we could work with.

• Docs - Japanese
• Docs - Chinese
• Docs - Bengali

We have heard from the Docs team in Japan. They run a quarterly OpenTelemetry community meetup in Tokyo. All of the events are on CNCF Slack (#otel-localization-ja), and have welcomed us to chat with them about it.

I will check in with each SIGs whether they are on board to discuss this via issues on our end user SIG repo to keep everything in one place.
