Fully Remove ocf_datapipes from PVnet

probably move some functions/class from ocf_datapipes to ocf-data-sampler

Currently here are the following files that used it

  • pvnet/utils.py
  • base_datamodule.py
  • site_datamodule.py
  • uk_regional_datasmodule.py
  • data/utils.py
  • base_model.py
  • encoders

There are some markdown files, but these can stay
