Detailed Description

Check both the satellite 5 mins and the satellite 15 minutes data

Context

• We need to check both satellite files. Sometimes the 5 minute satellite data is down for more than 1 mont
• Links with if file doesnt exits, return HTTP 404 uk-pv-national-gsp-api#392

Possible Implementation

• Check extra file here. Check f"s3://nowcasting-sat-{env}/data/latest/latest_15.zarr.zip" as well as the one we have now
