There's an idea that we move airflow out to a new repo

Why

seperates terraform code, and python airflow code
Could add unit tests, that are seperate from terraform
Could in future at intergration tests, for entire system

Other things

good to keep versioning, so that terraform development and production is fixed
name: ocf-airflow
This could reference the new repo
