(@dwillis, I'm just downloading the source files for this and Montour to investigate tomorrow.) Both versions had been downloaded from their respective county's website. Since both had printed within a couple days after the General Election, these uploaded versions were likely uncertified. If you have versions dated later, please upload for me to validate. I'm partly validating against the state's uncertified results, which was printed over half a year later. So I suspect that both counties updated their results after the uploaded versions had printed. |
(Note that I've revised this issue's table of vote discrepancies.) What I suspected appears to be true. My validation sources are:
At county-level for Governor and Senate candidates, source 3 validates source 2 but not source 1. The county-level vote discrepancies (source 3 minus source 1) are tabulated below, and notice that they match the Grand Total row in this issue's first table.

@rootsmusic your differences look correct to me. It looks like VEST corrected these in their file using (2). I looked at their changes at the precinct-level, and in all cases what the OE value is (marked by (S)) is not a typo from the county precinct report. It's just that the precinct report totals do not match those of the state certified county-level results. I opened a separate issue laying out the counties where this happens.
