Case sensitivity for adding and removing reviewers

In review openjournals/joss-reviews#8750, following https://joss.readthedocs.io/en/pre-2026-submission/editorial_bot.html#adding-and-removing-reviewers, I asked @editorialbot to remove a reviewer from the review (openjournals/joss-reviews#8750 (comment)) with

@editorialbot remove @Yurlungur from reviewers

but it responded with

@Yurlungur is not in the reviewers list

openjournals/joss-reviews#8750 (comment) which isn't correct and took no action. From follow up by Arfon

Case sensitivity should have been addressed in #119, but it seems there is still an issue. Can @editorialbot be made to be case insensitive?

From the discussion on Slack, I have learned from Warrick Ball that GitHub usernames are not case sensitive to resolve to the proper URL. So given that, perhaps @editorialbot can sanitize all GitHub user names to lowercase?

#119 really should have fixed this (I don't know why it didn't). I've redeployed that version of the code again just incase something didn't work properly.
