Automate navbar sync between Docs and Web front. #2671

We owe the docs team some work on making sure that we can synchronize the contents of the navbar.

I see two options.

We automate a PR to the docs repo whenever our top_nav.yml changes, or:
At the CDN level we just retrieve the website origin's navbar files instead of pulling from the documentation origin. This will require someone with access to the infrastructure to create CloudFront 'behaviors' for certain urls.

Between the two I'd prefer number two, as it requires no human interaction other than the one time setup.
