Is your feature request related to a problem? Please describe

We're going to re-spec the navbar. We'll use this issue to both link to existing tickets issues relating to the navbar as well as a place for the functional and non-functional requirements.

Describe the solution you'd like to see

As simple a solution as possible that requires no javascript, just CSS and/or some already existing bootstrap component.

Good work everyone. The core component I consider closed and we can iterate on modifications as needed with feature / pull requests.
